BALLOT RESULTS OF PROPOSED CHANGES TO THE UPE CONSTITUTION

UPE Constitution Requirements:
From Article XIII of the UPE Constitution: An amendment to the Constitution may be proposed by the Executive Council, and shall become effective only when ratified by three-fourths of the chapters who turn in their votes.
SUMMARY OF BALLOT RESULTS:
A) Article III. Corporate Governance of UPE
Proposal #1:
Article III, Section 2 of the Constitution stipulates that Council shall consist of Seven (7) members: Six elected members (which shall include the International President and ex-officio non-voting member) and the International Secretary. The ex-officio (non-voting) member shall be the most recent International President to complete the five-year term on Council.
We propose to reduce this number to Six (6) members: Five elected members (which shall include the International President and an ex-officio member) and the Executive Director (new title of the International Secretary). The ex-officio (non-voting) member shall be the most recent International President to complete the five-year term.
TOTAL NUMBER OF VOTES CAST: 42
TOTAL NUMBER OF YES VOTES: 42 (100%) - APPROVED
Proposal #2:
Article II, Section 2 of the Constitution also specifies that Council members are elected to 5-year terms. The Constitution does not stipulate any limit to the number of terms that a Council member can serve on Council.
We propose to limit each elected Council member to a single 5-year term. An individual who completes a 5-year term on Council can only apply for another term after sitting out for at least one year.

TOTAL NUMBER OF YES VOTES: 39 (92%) – APPROVED

Proposal #3
B) Article VI: Establishment of Regular Chapters
Article VI, Section 1, states that Chapters of Upsilon Pi Epsilon shall be established, maintained or reactivated only in colleges or universities that grant the baccalaureate degree or higher degrees and that are accredited by the appropriate national or regional accrediting agency.
We propose to change the above statement to the following: Chapters of Upsilon Pi Epsilon shall be established, maintained or reactivated only in colleges or universities that are accredited by the appropriate national or regional accrediting agency.

TOTAL NUMBER OF YES VOTES: 27 (64%) – NOT APPROVED
TOTAL NUMBER OF NO VOTES: 14
TOTAL NUMBER WHO ABSTAINED: 1
C) Article IX: Election of UPE Members
Proposal #4
Article IX, Section 3, specifies that prospective undergraduate candidates for UPE membership must complete a minimum of 64 semester hours of coursework. In addition, undergraduate candidates must also show that they have completed a minimum of 18 semester hours in the basic courses in the computing and information disciplines.
We propose to change Article IX, Section 3 as follows: Specify that prospective undergraduate candidates for UPE membership must complete a minimum of 45 semester hours of coursework. In addition, undergraduate candidates must also show that they have completed a minimum of 15 semester hours or 23 quarter hours in the basic courses in the computing and information disciplines.
(Note that the UPE Constitution allows chapters to specify higher standards or requirements than those that are specified in the UPE Constitution.)
